Paying with a Gift Certificate

I setup a GC product using attributes for the price and purchased a $75 one without an issues. I then redeemed the GC and it added $75 to my account balance but at checkout there isnt a place to use the customer credit. The OPAY page just has inputs for Credit Cards. This is an MMUI to CSSUI conversion if that matters.

You're most likely missing some template code changes. Here is the full list of changes:

Also, the credit shows up as a payment method so there is a payment module you need to enable. I would actually try that first. Go to Payment -> Add/Remove Module then install the "Customer Credit" module.
