I want to use the Price Group module to do a Buy 2 Get 1 for a penny promo. There are various products with different prices involved so I can't set a percentage or a "discount amount" is there any way to set a price of the discounted product instead of setting the discount amount? Thanks!

Not using the buy x get y discount. Your two options are Fixed discount or percent discount. If there are only a few products you could create a unique price group for each and use the fixed discount.
Another option would be to use "Specific Sale Price" price group. You can then set the qualifying products (buy x) and then you'll be able to specifically set the price of y to whatever you want.
