USPS Flat Rate Priority Mail Envelope

So what is the secret to trigger the Flat Rate Priority Mail Envelope option?

I use the "pack by weight" option.
Fallback package dimensions are 1 x 1 x .025
I have a box with the same dimensions.

Wouldn't that size trigger the flat rate envelope?

I have tried this with a product that has no given dimensions and a then with a product that has the same dimensions as the fallback box. Neither one will trigger the flat rate envelope.

I figured out what was wrong. OK, so I didn't actually figure out what was wrong but I did fix the problem. Something was going on with the boxes. I deleted all the boxes I had set up and re-imported them. After doing that, I am able to trigger the Flat Rate Envelopes.

Turns out this isn't working that great after all. EVERY box on my store now triggers the Flat Rate Envelope.

Does this mean I have to go through each item, limit shipping methods, and then only allow the Flat Rate Envelope on items that would fit?
