Quantity Based Shipping - 2 Methods, excluding one from the other

I'm trying to create two Quantity Based Shipping methods. One is to be used for Canadian shipping only. In the Shipping Method Rules, I have the Shipping Method: Canadian Shipping set to Restrict to These Countries: Canada. Under the Exclusions, I have the other Quantity Based Shipping method set to Excludes.

When I test shipping at checkout with a Canadian address, I'm not getting the Canadian Shipping method, I'm getting the other Quantity Based Shipping method. When I test with a US address, I get the correct method.

What am I doing wrong?

Just guessing here, but I would try setting a geographic restriction for the US shipping method as well.

If I do that, if gives a shipping error message.

Maybe turn off the exclusions? (OK, I'm going to stop guessing now. Anyone with actual experience, feel free to take over!)

Check the Priority in Shipping Settings? I've seen a situation where a method overrode everything because it was highest priority.

Exclusions was actually close - I went and checked the individual products. They had the Shipping Methods limited there. Limited to just the one method. Problem solved.
