When order coupons are applied, does Merchant recalculate the taxes?

In the LSK I found Discount_Order_LowLevel(..., recalculate_tax) that seems indicate the sales tax is adjusted AFTER TaxModule_Calculate_Basket() is first called. The former calls the latter again then adjusts the total.

Is that correct or is there another function(s) involved?
