For years we've had the issue that people outside the US want to place gift orders to people in the US, but because we ship only in the US, the non-US billing option is not available. I know this can be custom coded, but why not make it a standard choice that countries and states can be included or excluded independently in shipping and billing sections... and why not intuitively put this selection under shipping settings instead of burying it in store settings?
