Don't Offer Upsell item if no Products Assigned

We have lots of upsell items offered to shoppers at checkout and ite seems to help get some extra sales.

One day a shopper was wondering why he was being offered printer paper at checkout when the item in his cart had nothing to do with printers.

We sell lots of Point of Sale printers from various manufacturers and like to offer things like cables, ribbons, paper at checkout.

Over time a manufacturer may eventually discontinue a printer model and they slowly fade from the store until that model is no longer offered - but the upsell items remain.

The problem with Upsell is if there was something like printer paper upsold for that printer model and now there are no more printers in the store that upsell item (the paper) gets offered to every shopper at checkout no matter what is in their cart. I confirmed this observation.

A Support Ticket was opened and it was confirmed that this behavior is on purpose - some kind of "fallback method" whatever that means.

Then another explanation "the upsale item has no requirement for purchase and is then offered on every checkout" which does not make sense to me.

So if a shopper gets to checkout with raisins in his cart he is going to be offered printer paper to go with his raisins.

There doesn't seem to be a way to tell what upsell items in the store do not have any products assigned to them so you won't know you have the problem (or feature) until that upsell item no longer has any products assigned to it and maybe somebody calls you about it.

If this is really by design can someone explain the logic behind it?

Why not fix upsell so if there are no products assigned to it the upsold item is NOT offered to all shoppers at checkout?

Or have some way for the store owner/admin to tell from their potentially thousands of upsell items which ones have no products assigned to them? But that would mean the store owner would have to check that once in a while and I think it would be better to just not offer the orphaned upsell item to all shoppers at checkout.

Do we just have to wait until a shopper reports this behavior to know that there is an upsell in the list with no products?
