I seem to be having some difficulty with getting the Price Group Pricing to update after a customer has logged in. For example, a customer starts shopping but hasn't logged in, there are items in the cart, the customer then remembers they belong to a price group and logs in but the pricing for the items in the cart doesn't update. Shouldn't it?

Basket pricing won't automatically update when someone logs in. But there's an Emporium Plus module that will do this for you. I use it in my store, and it does exactly what you're looking for.

You could probably do this with SMT code by upon detecting a customer login and basket contents, remove all items from the basket (saving their selections) then re-adding them...however, you are correct that this probably should be part of the Login process when a basket is detected.Bruce Golub
