What is the fastest way to create a storewide discount? I was thinking it could easily be done using Marketing > Price Groups - select all shoppers, create a Basket Discount and enter the percentage off. But do products have to be assigned?

Yes, but you can select all (click checkmark, then CTRL - A or mac equivalent) and then click the Assign button.Bruce Golub

Qualifying Products and Discounted Products are not the same; I think you may have set up the wrong assignments.

To follow on with what is going on here. I started over, I created a new Marketing Price Group > Product Discount. Set it to 12% and checked "Apply To All Products Unless Excluded". I assigned the excluded products. I started my test and it was looking great. I added 2 products that got the discount and one was excluded. It was looking like it was going to work (just like it did when I first set this up weeks ago). I had someone else also testing and she sent me a screenshot showing she didn't get a discount for a product that should have. I went back to my basket and added another product. It should the discount below the product bit was subtracting it
I was once again baffled. But I thought to step through the checkout. Sure enough, it showed up in the OSEL screen
To say the least, that is not how I think it should work.

Could the setting for the basket such as the "Base Price (includes any legacy price group discounts but does not reflect sales, coupons or discounts applied in the basket)" be causing the issue?Leslie Kirk

More FYI on those Basket Contents - they are all in Point & Click mode. I was hoping to find one little difference that could be that "ah ha" but haven't. They all have these settings.
FWIW - the store uses the Default CSSUI Framework.Leslie Kirk
