Enter all Categories into a Navigation Set

I have a client who has a ton of categories and sub-categories and they want to add them all to a flyout menu.

Apart from going in item by item by item, how can I just add all categories and sub-categories into a navigation set? i.e. the category listing that shows up on the Shop page.

Or is there a way to do it with code that will loop through certain categories?

Navigation sets are static by nature, so you could create an XML file and import it to create the initial structure. Are you looking to do this for the primary site navigation or for the category tree? Are you using a ReadyTheme?
