International orders

I am very new to international shipping. I have set up 3 flat rate
options in Miva. Is there a way to control orders outside of the
USA to prompt a different shipping selection and leave my flat rates
for domestic orders.

For example, I don't think I can add the UPS calculator or any of
the others because customers will be able to select it instead of
the flat rate selections.
I need something that will eliminat my flat rates and only show international
shipping if possible.
Is there a way? I am stuck.
Not sure if this is the right group to ask but I wanted to start here.

Thanks guys, that is a lot of good stuff.
After doing some testing it looks like I can get buy with adding
both flat rate and USPS modules, and only select global USPS options.
Then I can change my Flat rate selections to say US only as you
mentioned.
