Anyone know if Ljubljana Slovenia is a high fraud country?

Plus -- they make money on it!!!
Who would try to stop something they are profiting from?

Anyone know if Ljubljana Slovenia is a high fraud country?

hmmm... then I'd be in a lot of trouble... I use my own credit card to
test transactions on my sites all the time. I certainly don't think one
of my customers would appreciate it if I used theirs. :-)
My merchant agreement says nothing about using my own cards. However it
is considered fraud in my agreements to issue credits on a card, when
there is no charge on it first, and the two transactions have to be
      related to one another.

We've had so much trouble with the Russian satellite countries, we only
accept international money order or western union payments from them.
And we do have a couple of customers who are willing to wait for that to
take place. We also offer NO GAURANTEEs for shipping into their country.
We make is really clear, that we are only responsible for getting to
their country's customs... once it gets to their border... it's out of
our hands and its up to then to make sure they get their stuff. It
shouldn't seem ironic that countries that have a lot of internet fraud
also seem to have a lot of crooked customs agents. I suppose it's a
cultural thing.. But even for legit transactions from those risky
countries, the whole shipping game is a gamble.
