Why would the affiliate session .dbf have a large file size if I do not
have any affiliates set up in my store?

Miva Merchant versions prior to and including 4.12 had this bug, and I
believe it was re-introduced in 4.14, had a bug which caused the
affsess.dbf and its related indexes to balloon exponentially.

You can resolve the problem by upgrading to 4.13 AND using a db editor
to clean out the affsess.dbf. You can also periodically empty the
database and overwrite the large file if you don't care to upgrade.

You can also hire someone to edit the dbf for you, if you're not
    comfortable doing it yourself.

Is there a module to force a price and/or availabiltiy group to have a
minimum number of each item in the basket and checkout.
      Thanks much!

That depends on how that empty file was created. It still has to be a
dbf in the same format as the file you're replacing. Just with no
          records in it.

If you are not using the Affiliate Feature in Merchant you can just replace
the affiliate files with emptys. If you need empty files let me know off
            list.
