Yes that is still how it works in the Admin. I've asked Brennen to chime in on the functions.

At one time there was an admin function in "manage orders" that would let you split shipments when you opened the order. Can't speak to latest versions.

How to send a partial shipment of a line item like sending 3 of 5 ordered are sent with tracking number 12222222. Maybe the next 2 are in a new packaged or backordered.
The API does not seem to list a quantity for the package.

It seems like I can only send up a package and the line item in the package and it must assume all of the requested items are in the package per line item. Is this true?
