How to prevent side nav from collapsing into a hamburger menu?

I've been looking through the css files but can't find where the hamburger menu's breakpoint is set. Does anybody know where it is?

That is set within the core components file navigation.css. However, it is not recommended to modify any of the core files. All modifications should be made as additions or overwrites in the the theme-styles.css file.
