Assigning an item to a content section?

I'm looking at the newsletter-signup content section. I use Toolkit's sendpage function to create contact forms. This requires me to assign the toolkit item to the page template. I don't know how to assign an item to a content section. The newsletter-signup content section is being called in the global footer, and I don't know how to assign an item to global header/footer either.

With the newsletter content being a global element, you would need to assign the toolkit item to all pages.
