USPS International handling fee?

Hello,
Does anyone know how to add a handling fee to USPS International orders? The way it seems to be set up is that you can add a handling fee to both Domestic and International at once but not individually. I just want it added to the international orders.

I'm using U.S.P.S. Online Rate Calculation (Domestic & International)

You should be able to do it with Miscellaneous Fee module from Emporium plus
