Modification to PayPal Express Checkout module to allow reference transactions

If you have a PayPal Pro account, you can have the account configured to do what PayPal calls "reference transactions"--creating another transaction for a customer using the payment information provided on an earlier order.

PayPal offers the ability to do this on payments made by both credit cards and PayPal accounts. The PayPal Payments Advanced and/or Payflow Gateway module supports the creation of reference transactions, but the PayPal Express Checkout and/or Payments Pro API Credentials does not. I talked with PayPal about this, and it seems that it's due to a limitation in the Express Checkout module. PayPal says that reference transactions will be available on Express Checkout transactions if the module also passes the billing type of MerchantInitiatedBilling in the SetExpressCheckout API call.

If it would be possible to adjust the module to do this, it would make it much easier to assist customers who paid with PayPal and want to change an order before it ships or want to place a follow up order by phone.

We can do this, but it would be a custom project (since PayPal has to approve each merchant for it). We've scoped in before, feel free to email me about it.
    Thanks,
