We have found PayPal to be an easy way to conduct transactions with foreign customers that need to interact with us to place their order. We also have a few domestic customers that want to phone their orders in or send by e-mail us, and expect us to create a PayPal invoice to send to them for payment. It would be very convenient to have an option in the admin when creating an order to send a PayPal invoice for payment, rather than us having to log onto PayPal and manually create one. This is especially true when there are numerous items in the order.
Before you suggest to have them simply log into a/their account and do it themselves, this is sometimes not an option. Many require special shipping options not available through the customer interface, or would require too much hand holding to try to guide them through doing it themselves. Add the language/time barrier, and it is simply easier for us to create the order and simply send them an invoice.
