As for WordPress, do you have access to your My.Miva control panel? You should be able to add WordPress yourself directly from there. You should also be able to redirect the blog directory as a sub-domain from there too. This is were you could reach out to Miva support for bit on an assist. I suspect the $1500 would be to create the matching look & feel.
Or you could circle back and take a look at Scot's Blogger. It becomes part of your store with it's look & feel. Then you don't have to jump through the WordPress child theme hoop. Scot has a few examples of it in use listed on his website. This example is using a ReadyTheme http://www.windwardkites.com/blog.html
