Price Groups & Exclusions

If I create two price groups. One price group has 10 paint products, all of which get a 10% discount off retail. Now I have a second price group that allows 1 customer to get 2 items at cost + 10%. If this customer is entitled to both price groups, but his two cost + 10% items are in both groups of discounted products, how can I insure he only gets one - the lowest price- discount on those two items and doesn't get both? Now throw Volume Discounts into the mix which are available for ALL shoppers. How do I give this customer just the one lowest price on that item?

I was fiddling with it but seems like I end up with all or nothing when I fiddle with this scenario.

In the Price Group settings there are Exclusion rules...but yea, it can get messy.
