Price Groups & Exclusions Not Working As Expected

We have two price groups that a client doesn't want interacting with each other. One is the "sale price" set at the product level, the other is a 20% discount given to "subscriptions". THE ISSUE, upon loading the product page, the drop down for subscription is defaulted to "One Time Purchase" and subscriptions are not set to required". The sale price should show in this case (and does). HOWEVER, when we change the dropdown to the "subscription" version of the product, the client wants the "sale price to go away" and for the subscription discount to kick in.

It's stacking the discounts now, and if we use the exclusion for same basket, it will only show one or the other, but not both.

So how is this addressed? Maybe a sale price and a basket discount can't be used in the manner we're trying because it doesn't treat the "one time purchase and the subscriptions" as DIFFERENT?

    Code:
and if we use the exclusion for same basket
Try using Exclude for same Item. Also make sure the subscription discount is a higher priority.
