Canada Post Tracking Link in Shipment Shipped Email

We have a Canada site on a subdomain. It is not providing Canada Post tracking links in the shipment shipped email, and I am suspecting this may be an issue for the Order History List as well.

I do see in 9.0004 the following: 18764: Patches: Canada Post tracking link is not created

We are currently on version 10.03.01, so I was thinking that bug that was fixed should not be the problem.

Appreciate any help I can get.
