If you show the "Account Credit Balance" column on the edit customer screen within admin and search for that customer, does a positive balance show up? It appears that the Customer Credit payment method should be available as long as you are logged-in and the customer has a positive credit balance.
Another thing to consider is payment method rules / availability groups. Is that method limited by either of those?
It was an operator error oversight. I had "assumed" that because I found the customercrredit module to be "active" that is was installed. It was not, once I installed the module it worked as expected.

I'm logged into an account that has a customer credit balance but the option to use it is not being offered at checkout. Is there something (an item maybe) that has to be assigned to get it to display?
