Charges and Fees Module

Looking to charge a one time fee per order if any products in a collection are added to the basket. I have not been able to get the fees and charges module to cooperate, it puts a new line for every item added. I've tried Price groups, but it only allows for a discount, not a fee option. Any ideas out there?
