We have an issue with our payment selection dropdown at our store, www.ballchain.com. This is a customized configuration, and the issue is that when you select PayPal from the dropdown menu on the OSEL page and click the regular "Continue" button, it sets you back to the customer information page and enters an endless loop. Our solution has been to instruct customers to click the yellow PayPal button, which works but always leads to the inevitable 2-3 calls per day from people who get confused. We have tried seemingly everything, from hard coding the dropdown selections to rolling back to the original page configurations, but nothing seems to work.
We are using the First Data Global Gateway (Legacy API), which is an old Linkpoint module, which may be the problem. First Data Global says it is fine to use this module, even though they don't offer it anymore to new customers, and using their more modern one would mean purchasing an upgrade. Since PayPal Express is relatively new compared to this module, I don't know if the two are incompatible.
