Is there any way to have this set up so the customer can select a different country?

Yes you can control this from the admin. Whatever page the shipping estimate appears on, there should be an tab named Shipping Estimate. Here, there are check boxes to determine which fields you prompt the user for.

I have done that but it still does not show up when you click the estimate shipping link in the basket.

Bumping this question as I am having the same problem. Shipping country is checked. Tried requiring full address and the country drop down is not appearing. Clicking the advanced mode I don't see a country drop down in the code? I am assuming the shipping country as it's a hidden value is simply the origin not where it's going? Confused!

Figured it out. One has to select all the countries you want to appear in the drop down by selecting them from the "Shipping Countries" list then hitting update.
