Looking to be able to establish groups (such as a school district residents) to accumulate points as a group to apply toward a purchase for the district. Anyone?

One of the Affiliate, Coupon or Points modules may do what you need. Just make sure that the one you choose credits all purchases, not just the first. You'll have to decide if you want to have buyers follow a fixed link or enter a required coupon. We've done it both ways.
