USPS Flat Rate Boxes

There are times that our customer orders can fit in a USPS flat rate box and they can catch a break on shipping. My competitors do this and I'd like to do so also. It appears I cannot do this with webtools/MIVA 5? Any suggestions/light you can shed on this would be helpful.
