Do you have a feeling if beta 3 is going to require a fresh install like was needed for beta 2? I don't want to install 80 modules if there is going to be a complete reinstall next week.

Beta 3 will likely require a fresh install since it will add the htaccess manager which is the last feature enhancement to the beta process. After that only bug fixes and a beta of the stream are left before release (which won't require fresh installs).
So I would wait a week to install 80+ modules.

Didn't they already change it to frameworks instead of skins? I may have misunderstood. Framework signifies a major change, e.g. the whole page template code changes. Skin signifies a change in a css file that changes background, fonts, colors, layout; but still uses the same framework page code. A new framework would be the example of selling rental space which would be a whole new logic and layout with different elements on the page. We made half of the changes in Beta 2 (i.e. the renaming to Frameworks, adding the ability to upload CSS Files). The other half required to complete those changes will be in Beta 3.
In Beta 3 here's a partial list of what's being added:
1. htaccess manager
2. Meta tags via admin for Products and Categories
3. Updated CSS Framework (suitable for skinning)
4. Admin look and feel adjustments to work better with 1024 x 768
5. Warning message when you attempt to switch Frameworks
6. Feedback mechanism when exporting or previous to importing Pages via the Pages admin.
7. Link between Dreamweaver export settings and the Pages area
