Here is something new and I'm thinking it must be from the Beta?

In the admin an apostrophe ' is now showing as � (in case you can't see it in the post it is a diamond shape with a question mark in it.

OK so it does not appear to be happening in internet explore just firefox. Maybe it's just me :)

Sounds like you have copied something from a rich text editor into a field in the admin. These editors use "high-order" ascii characters for some punctuation characters. While these can be (or at least should be) converted to entitiy encoding, its best to replace them with the standard ascii characters.
