But in theory, someone could download a copy of the tar file locally, extract it, and then how would they view the raw pages? Are they .html files?

Yes they are all stored as html files.

Ok, I finally figured it out. Remember I am a MM5.5 Newbiew (my production store is still on MM4.24c), so for the next month or so, you folks need to be a little patient with me ;)
