What you have setup is correct.

It is worth noting that in 9.0005 there is a new setting for shipping methods where you can have it excluded by all products by default. This allows you to go into just your digital products and allow it so it only allow that method for those products.

So this new method will work basically like I have the weight restrict setup now but without using weight? So gift certs get their own shipping method when purchased alone and customers don't see that method if purchasing other products?

Any idea on when 9.0005 will drop?

Hopefully end of this month for 9.5, but we're waiting on third party stuff (FedEx, eBay, Amazon and UPS).
