To the best of my knowledge, there is no limit to the number of characters. The only limit, per se, would be that the flag would have to fit within the dimensions of the layout. You should be able to adjust the CSS for the flag to allow for longer terms.

Tech support could not see it, but I finally found that 5 characters do not display. Tried many times to change the CSS and it does not display over 4 characters.Comment
