Do you need both the USPS module and the Endicia Module enabled to use USPS?

No, Endicia is for printing labels only. If you only want live USPS rates, just use the U.S.P.S. Online Rate Calculation module

No, the USPS module is for Rates from USPS (on the store side) and can be used for Labels with no postage.

The Endicia module doesn't provide any rates to your shoppers but when enabled allows you to print labels from the admin with postage.
