Trying to setup a percentage off discount that would increase based on the qualifying products total amount. Example, Apparel Sale, Buy $50 or more get 5%, Buy $75 or more get 10%, Buy $100 or more get 15%. Can someone lead me in the right direction?

You could use volume pricing to achieve this. There is a volume pricing price group which you can setup globally or at the product level.
Or you could do this by creating multiple price groups at fixed % discounts. One for each discount level you create a new price group with a minimum order quantity. Then have each new group exclude the others so they don't get multiple discounts.
