Add an additional fee for one item?

Is there a way to charge customers an additional flat fee regardless of the quantity ordered? Whether they order 300 or 500, they will be charged an additional $50. This would apply to about five items in my store.

Is there a way to do this with price groups?

I made a new product representing the $50 fee (ItemFee). I made a new 'add-on product' price group. I assign ItemFee as the add-on, then I add the qualifying products (ItemX).

Except when I test it, ItemFee gets added to the basket along with any product, not just ItemX. I thought that by adding a qualifying product to the price group, ItemFee would only be added to basket when I also added the ItemX.

How do I restrict the add-on product to being added only when ItemX is put in the basket?

The only easy way to do this via built in functions is too check if he shipping rules can be used.
