Looking at this example , the html files are cached for 3 seconds , should they really be cached at all?

As I said this is a copy-paste from one of my DEV ( Staging platforms ). That was a cache test I believe, so values there are quite strange.

If you use .HTML files at all and do frequent updates, set it to 1 day. No updates at all? Set it to a week+

Google wants to cache everything and wants values to be as big as possible (better cache -- better google's page testing results). But in real life you should just realize: how often do you update files? If you never update images, set the time-out to few months. If you're planning to do a massive image update withing a week, set the cache for images to couple of hours and change it back few weeks after update is complete.

At the end, cache is your friend. It saves you bandwidth and improves returning customers page loading speed.

You can't control another persons sever :)... I would assume decent tracking/analytics authors would have appropriate settings.
