Volume Pricing based on Cost

Is it possible to configure the Volume Pricing based on the product Cost? The Legacy Price Group has the ability to use Cost Pricing. Can that Price Group be combined with Volume Pricing Price Group?

You could have to do it manually where you calculate the volume price based off cost and put in the levels yourself as a fixed price tier.
