My dev store was a copy of my existing store so the miva 9 framework is not there. I did just signup for a blank dev store so in theory I should be able to steal that framework. I know miva 9 has new frameworks that are becoming available.

Ahhh, new frameworks - well I want one too! I've been grabbing the "latest" one from here http://www.mivamerchant.com/bootstrap-framework

You can get the blank V9 CSSUI one in the beta by just applying the default under Frameworks.

However that is not the same as the new Ready Themes Frameworks, those are not out for testing yet.

We haven't added the coupon changes to the Bootstrap Framework yet, but otherwise Leslie is correct and it will be true by launch.
