It is not for the shipping module to do that. The API clearly dictates that the "ship to" location is provided to the shipping modules. If another module, eg google checkout, is going to vary from the API this much, it would be up to that module to provide a best guess "ship to" location. The store's address is almost never going to be the "ship to" location. I doubt if the google checkout module will be changed to do IP lookups to provide that best guess.

What about a module that does a "stop screen" that simply prompts for the customer's shipping country? Or if it's a by-weight shipping module, it pauses to weight the products, etc. Would that be possible? It would take an alternation to the google checkout module, but it's the best way I can think of to do it...
