ids Scott, it can really be any update to any template. I had discovered that by navigating away from Data Management and then updating any template CF will "verify" you and then you can navigate back to Data Management and then uploads will work. Ideally this could be fixed somehow in CF but for the time being it's a workaround.

ids Scott, the HEAD Tag Content in User Interface/Global Settings. I put <mvt:comment></mvt:comment> as the first line.
I wish I knew why/how this fixed my import/upload problems but I've tried both CSV and XML files and both have worked since doing that. Neither had worked after we implemented Cloudflare a few weeks ago.
delcorsets came up with this solution originally.
