Mandatory UPS Message for Canadian Taxes

I was just informed by UPS that I need to include a statement in my store for Canadian shoppers... As this is just for Canadians, I'd like for it to appear...

PR8. I don't see Canada, Australia, or United States in the drop-down list of countries when creating a new phone order.
Am I missing something?...
