Move Billing address to OPAY screen.

I was wondering if it is possible to move the billing address fields to the OPAY screen.

My client wants to have Billing for main address and if they need to ship to a different address, he doesn't want them to have to fill in email and phone...

Customer is using the built-in Paypal Express module. They are running Production Release 7 Update 10.
